Labour Rights of Public Officers in Georgia (Dismissal)

In 2022, the study "Labor rights of public Officers in Georgia (dismissal)" was conducted by the association "European Time", with the participation of the Caucasus University and with the support of the Friedrich Ebert Foundation.

Realization of the principle of Good Governance is a recognized priority of the country in the process of democratization and Europeanization. The central person of public administration is the civil officer. The protection of civil officers’ labor rights, especially the regulation and practice of their dismissal, significantly determines the social and political progress of Georgia. Thus, the aim of the study was to evaluate the dynamics of the protection of civil officers’ labor rights and the results of public administration reform based on the survey of the state of civil officers’ dismissal

The study consists of four main parts:

a) the state of dismissal of civil officers in the period 2017-2021.
b) court decisions/case law (some important practices);
c) sociological survey with dismissed civil officers;
d) summing of the study results and recommendations.

The study was published in two forms:

a) the full text of the study (in Georgian);
b) Policy Brief  (in Georgian and English).

The authors of the study are independent professionals and representatives of academia:

Ekaterine Kardava, Doctor of Law, Jean Monnet Professor (project director), Caucasus University professor;
Ekaterine Gasitashvili, judge of the Supreme Court of Georgia, visiting lecturer of the Caucasus University;
Davit Omsarashvili, Solidarity Network, senior lawyer; Doctoral student of Caucasus University.
