Մասնակցություն և ժողովրդավարություն

Հարավային Կովկասի երեք երկրներից յուրաքանչյուրը ԽՍՀՄ-ից անկախանալուց հետո ասարակական տրանսֆորմացիայի տարբեր փուլերում են գտնվում: Բոլոր երեք երկրներում մասնակցային մեխանիզմների և ներառական ու բազմակարծիք քաղաքական մշակույթի զարգացումը ժողովրդավարացման գործընթացի կարևորագույն նախադրյալներն են: Այդ նպատակներին հասնելու համար ՖԷՀ-ը ապահովում է քաղաքացիական կրթություն, կարողությունների զարգացում և վերլուծական հմտություններ: ՖԷՀ-ը ամրապնդում և պաշտպանում է քաղաքացիական հասարակության դերակատարներին` ուշադրությունը կենտրոնացնելով մարզերի և քաղաքական ոլորտի ձախ կենտրոնամետ ուժերի վրա:
