UNCERTAIN CHANCES OF SUCCESS - A Review of the Georgian Law on Employment Promotion

On July 14th, 2020, the Georgian Parliament passed the Law of Georgia on

Employment Promotion. The substantive provisions of the Law shall enter

into force in September 2021.

Does the Law meet the challenges? Is it adequate for implementation? Does it meet the key requirements of transparency and comprehensibility? Is it timely? Are its results measurable and evaluable? Is it a “good law” in all these senses?

These are the main questions explored in this study. The paper is divided into five chapters. The first chapter presents an overview of facts and figures pertinent to the Law. The second deals with the legislative aspects in a narrow sense. The third and fourth chapters address the requirements of textual clarity and absence of redundancy. Supplementary topics, such as data collection about employment, are dealt with in a series of short excursions. Finally, the fifth chapter summarizes conclusions and presents some suggestions for the way forward.
