Legislative recommendations for state guarantees of the social rights of citizens of the Republic of Armenia

The new amendments envisage numerous normative changes in key sectors, such as human rights. Through the amendments, social rights came to be listed separately from “classical” human rights in order to ascribe a new role to their protection. Protection and implementation mechanisms for social rights are to be established on the legislative level and are assumed to have a fundamental impact on the country's social order, as well as to present core challenges for Armenian civil society.

Within the framework of the FES project on guarantees of social rights and in cooperation with key decisionmakers, civil society stakeholders identified legal loopholes in the protection guarantees of social rights. They accordingly drafted legislative bills in order to remedy those loopholes. Considered areas included education, children’s rights, reintegration of convicts, labour law, and the rights of persons with disabilities. These legal recommendations were presented to respective target groups such as the National Assembly, the Government, the Ministry of Justice, and civil society representatives.
