On The Perils of Popular Presidential Elections

In the context of the development of the upcoming constitutional reform concept in Armenia, Mr. Fernando Casal Bértoa Associate Professor of the University of Nottingham, with the support of the Friedrich Ebert Stiftung, conducted an analysis on "On the Perils of popular presidential elections”.

Examining the experience of direct presidential elections in countries with parliamentary systems, Mr. Bertoa made a number of important considerations, highlighting the possible risks direct presidential elections may impose, particularly on the development of the party system and stability of political environment.
FES strongly supports the development of the culture of parliamentarianism in Armenia .Therefore, we hope that, when drafting the forthcoming Amendments to the Constitution, decisions on these and other important matters will be made with consideration of the available scientific approaches.
